Professor António Costa Silva is also an engineer, university professor and Portuguese manager, having been chairman of the Executive Committee of Partex Oil and Gas until 2021.

Invited in 2020 to outline the country's post-pandemic economic recovery plan, he was later appointed Minister of Economy and Maritime Affairs of the XXIII Constitutional Government, in 2022.
